American lawmakers are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators floated a plan toxic to Democrats: scrapping the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Golf Course
As weekend meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator praised Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Democratic senators expressed alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another senator reacted to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a small group of moderate Democrats to terminate the closure in return for a later vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another leading Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the tax credits.
"Inaction is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several analysts indicated that the core of such a proposal would eliminate the ACA's mandate that carriers cover individuals with existing health issues.
After his golf outing, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough backing in 2017.
